    RSL COM U.S.A. Inc., a subsidiary of RSL Communications Ltd. (New York City), will purchase capacity on IXC Communications Inc.`s (Austin TX) digital fiber-optic network. Under the 10-year indefeasible right-of-use agreement, IXC will provide RSL COM with three transcontinental OC-3 circuits to carry domestic long-distance traffic. IXC`s OC-192 equipped network also supports SONET, Asynchronous Transfer Mode (ATM), and frame relay technologies for advanced data services.
