GST Telecom`s GST New Mexico Lightwave subsidiary has been granted a franchise to build and operate an all-digital fiber-optic competitive access network in Albuquerque, NM, that will follow city rights-of-way. GST said that the network, which will cost $15 million, will extend 104-route kilometers and will serve the city`s downtown, Rio Rancho and the Albuquerque Sunport.
