Avantel SA, a joint venture between MCI Communications Corp. and Grupo Financiero Banamex-Accival, in Banacci, has been awarded the first license to compete in Mexico`s telecommunications market. The first phase of the Avantel network is expected to encompass 3200 miles of fiber-optic cables connecting 33 cities in Mexico.
