Time Warner Cable (NYSE:TWC) plans to begin its "TWC Maxx" upgrade program in Kansas City next week. The plan includes switching to all-digital video, upgrading network reliability, and increasing Internet speeds by up to four times the current level, depending on the package. The top Internet tier, dubbed Ultimate, will go up from 100 Mbps to 300 Mbps, free of charge.

Starting next week, customers will receive communications from TWC outlining the first phase of the project. The MSO completed Maxx upgrades in New York City and Los Angeles in November, and upgrades in Austin, TX, are expected to be completed early this year. TWC says its goal to roll out TWC Maxx to all of its markets through 2016 remains on track.
