ACA Connects adds Mike Jacobs as a vice president of regulatory affairs

Feb. 26, 2020
Jacobs will be the second person on the ACAC staff with that title; both he and fellow Vice President of Regulatory Affairs Brian Hurley will report to Ross Lieberman, ACA Connects senior vice president of government affairs.

ACA Connects (ACAC), the trade organization that represents more than 700 smaller and medium-sized independent communications services suppliers, has named communications attorney Mike Jacobs as a vice president of regulatory affairs. Jacobs will be the second person on the ACAC staff with that title; both he and fellow Vice President of Regulatory Affairs Brian Hurley will report to Ross Lieberman, ACA Connects senior vice president of government affairs.

Jacobs will support the development of policy positions, prepare regulatory filings, and help make presentations to government agencies. He will also aid in communicating with ACAC members about new and existing rules and policy developments. ACAC initiatives in which he likely will participate this year include the implementation of the Television Viewer Protection Act of 2019 (TVPA) and Pallone-Thune TRACED Act. ACAC also expects to assist the Federal Communications Commission (FCC) and its members on matters related to the reallocation of 300 MHz of C-Band for 5G use and the FCC’s Rural Digital Opportunity Fund (RDOF) auction scheduled for later this year.

The attorney joins ACAC from the ITTA, where he was vice president of regulatory affairs. Prior to joining ITTA in 2016, Jacobs was an FCC attorney for 12 years, concluding as Legal Advisor to the Chief of the Wireline Competition Bureau.

“I’m thrilled that Mike Jacobs has joined ACA Connects to help our members navigate the complicated legal and regulatory landscape that challenges independent video and broadband providers on a daily basis. I have no doubt that Mike, with his background as an experienced legal advocate, will make lasting contributions to our progress in the months and years ahead,” commented ACA Connects President and CEO Matthew M. Polka.
